Ongoing Water Testing – Update January 24, 2017

On September 6, 2016, new regulations were released regarding testing school district water for lead. Prior to that, and since that time, the District has taken the appropriate steps to complete water testing in the timelines required. Information regarding this can be found at the following two linked articles dated October 18, 2016, and October 31, 2016.

As you will notice in our Article dated October 18, all of the voluntary testing we did proactively had very positive results. Every site came in lower than the NEW LOWER STANDARD of 15 PPB. The old standard was 20 PPB until changed by the September 6, 2016, new regulations. As of October 31, 2016, we had completed approximately 939 water sample tests in all of our buildings.

We have now begun to receive test results for some of the complete building testing that was completed in September and October. As of today, we have received the results for East Hill, Onondaga Road and Split Rock. More details of these results are on the next page of this document. As you will see, while all of the pre‐testing that we did in March had 100% passing rates, we did have some samples that registered above the new threshold of 15 PPB. In these action needed locations, the following process will be followed:

  1. The location will be immediately taken out of service.
  2. Remediation will be completed in an expeditious manner. (See Remediation Definition Below)
  3.  Location will be flushed for 30‐45 minutes following remediation.
  4. Location will be taken out of service and allowed to sit between 8‐18 hours.
  5. Location will be turned on and an immediate sample will be taken without flushing the system (first draw) to provide us with the worst case scenario sample.
  6. Location will be taken back out of service.
  7. Test sample will be sent to lab.
  8. If sample is cleared, the location will be brought back on line. If sample is still high, further remediation steps will be taken.

What Is Remediation?

Most important, the test results indicate that the water supply to our buildings is very good, as nearly 95% of the samples recorded levels below the 15 PPB action level. Actions taken to bring the other areas in compliance primarily include changing old shut‐off valves and supply lines. Also, although rare, if a sink faucet or a water fountain bubbler are old models, we will also change those as part of the immediate remediation. These are rare due to our previous building renovations. We believe that changing the valves and supply line will have the impact we need to bring all areas back in service. If they still register above 15 PPB, we will take the next steps that will include some work behind walls or in crawl spaces.
