The meeting was called to order by President Shawn Mitchell at 7:00 p.m.

Assistant Superintendent Paul Pelton gave an update on the capital project.

OPEN FORUM

Brent Suddaby spoke about the retirement of Courtney Lyons after 17 years of service, noting that Courtney had intended to teach for at least 30 years. Courtney has always put the needs of others ahead of her own, and she will be greatly missed at West Genesee; especially by her Stonehedge family. With her great fighting spirit and wonderful sense of humor, Courtney will focus on her health and her family in retirement. Courtney and her family are wished strength, good fortune, and many years of happiness.

STUDY SESSION TOPICS

Principal Tracy Klefbeck shared the June 2019 Graduation Statistics and explained the different diploma and credential types. 97% of the June graduates earned a NYS Regents Diploma and 60% of those earned an Advanced Designation.

Principal T. J. Vaughan shared the results of the June Regents Examinations. He emphasized the data analysis aspect of the itemized assessment questions. Utilizing the analysis, teachers are reviewing instructional practices, setting targets for 2019-20, and supporting students challenging required Regents examinations.

It is recommended that the Transportation Contract between the Onondaga-Cortland-Madison BOCES and the West Genesee Central School District for the 2019-20 school year, in the amount of $5,100.00, be approved as stipulated.

It is recommended that the Board of Education authorize an increase in the 2018-19 general fund budget for unemployment insurance expenditures of $1,052.47 for the quarter ending June 30, 2019 to be funded by a transfer from the unemployment reserve fund.

It is recommended that the stipulated materials be declared surplus and disposed of in accordance with New York State Education Law.

It is recommended that a contract between the West Genesee Central School District and the Onondaga-Cortland-Madison BOCES for the 2019-20 school year (July and August), in the amount of $14,800, representing rental of nineteen (19) classrooms to house various BOCES special education programs and regional summer school in the district, be approved.

It is recommended that the Board of Education accept an additional donation of $1,129.27 from the West Genesee Music Boosters to operate the Summer Music Instructional Program, and that the 2019-20 general fund budget be amended as follows to reflect said donation:

J. Tax Warrant and Town Collection Dates continued:

BE IT FURTHER RESOLVED that the tax collector for the portion of the Town of Elbridge in our district be authorized to commence the collection of taxes as of September 4, 2019 through October 3, 2019 at no penalty, October 4, 2019 through October 31, 2019 at 2% penalty, and November 1, 2019 through November 15, 2019 at 5% penalty and that the list of unpaid taxes be returned to the County Treasurer by November 20, 2019.

It is recommended that the stipulated Depository Resolution be approved as follows:

WHEREAS, New York State Statute Real Property Tax Law, Section 940 and Town Law Section 37, have been amended to allow the Receiver of Taxes to deposit tax monies collected on behalf of a Board of Education of a school district into interest bearing accounts; and

WHEREAS, the Receiver of Taxes of the town will continue to make timely payments to the school district as required by statute; and

WHEREAS, the Board of Education of the West Genesee Central School District is desirous of such earned interest to be credited to such town’s general fund to offset expenses of the collection of our district taxes; therefore be it

RESOLVED, the receiver of Taxes of the respective towns in our district be authorized to deposit 2019-20 school taxes collected on behalf of the West Genesee Central School District into interest bearing accounts secured by appropriate collateral as required by the General Municipal Law.
