Annual Budget Vote – May 15, 2018

MINUTES of the ANNUAL DISTRICT MEETING of the INHABITANTS of the West Genesee Central School District held May 15, 2018 in the auditorium lobby of the West Genesee High School.

The purpose of the meeting was to conduct a vote on a budget proposition for the 2018-2019 school year, a school buses purchase proposition, two library propositions, a safety and security improvements proposition, and the election of candidates to the Board of Education.

MEETING CALLED TO ORDER

The meeting was called to order by Roberta Herron, Chairperson, at 6:00 a.m.

The voting machines were inspected and certified by the Chief Election Inspector, Paul E. Pelton.

Mrs. Herron then declared the polls open at 6:00 a.m. and announced the meeting would convene after the polls closed at 9:00 p.m.

The polls were declared closed at 9:00 p.m. The voting machines were then inspected by the Chief Election Inspector and the following results were announced by Mrs. Herron.

Voters registered: 1,245

PROPOSITION #1 – 2018-19 School Budget

Shall the Board of Education of the West Genesee Central School District at Camillus be authorized to expend a sum not to exceed $88,000,070 for the fiscal year 2018-2019 and to levy the necessary tax for the local contribution thereto?

Yes – 1,085
No – 154

PROPOSITION #2 – School Bus Purchase

Shall the Board of Education purchase and, at the option of the Board, finance eleven (11) school buses at an estimated cost not to exceed $1,330,815, including necessary furnishings, fixtures and equipment and all other necessary costs incidental thereto, and to expend a total sum not to exceed $1,330,815 which is estimated to be the total maximum cost thereof, and levy a tax which is hereby voted for the foregoing in the amount of $1,330,815, which shall be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education and in anticipation of the collection of such tax, bonds, notes or installment purchase contracts are hereby authorized to be issued or executed at one time, or from time to time, in the principal amount not to exceed $1,330,815 and a tax is hereby voted to pay the interest on said obligations when due?

PROPOSITION #3 – Maxwell Memorial Library

Shall the West Genesee Central School District levy and collect a tax, pursuant to Section 259 of the Education Law of the State of New York, in the sum of $339,079 (which is an increase of $50,000 from the Maxwell Memorial Library Tax Levy in effect from 2017-2018 in the sum of $289,079) for the continuing support and maintenance of the free library services offered to district residents by the Maxwell Memorial Library historically supported by the residents of the West Genesee Central School District?

PROPOSITION #4 – Fairmount Community Library

Shall the West Genesee Central School District levy and collect a tax, pursuant to Section 259 of the Education Law of the State of New York, in the sum of $341,000 (which is an increase of $50,000 from the Fairmount Community Library Tax Levy in effect from 2017-2018 in the sum of $291,000) for the continuing support and maintenance of the free library services offered to district residents by the Fairmount Community Library historically supported by the residents of the West Genesee Central School District?

Yes – 969

PROPOSITION #4 – Safety and Security Improvements

Shall the Board of Education make safety and security improvements to all District facilities including, door, window and entryway improvements, technology improvements, site improvements, acquisition and installation of furnishings, fixtures and equipment, architectural fees, and all other necessary costs incidental to such work (the “Project”) and expend therefore a total sum not to exceed $2,000,000, which is estimated to be the total maximum cost thereof, and to pay for the Project by levying a tax which is hereby voted for the Project in the amount of $2,000,000, less the amount of State Aid which may be received for the Project, which tax shall be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education and in anticipation of the collection of such tax, bonds and notes of the District are hereby authorized to be issued at one time, or from time to time, in the principal amount not to exceed $2,000,000 and a tax is hereby voted to pay the interest on said obligations when due?

ELECTION RESULTS

Election results to fill four (4) vacancies (at large) on the Board of Education:

Kimberly B. Coyne – 978
Barbara A. Wells – 995
Vladimiro Hart-Zavoli – 934
Joseph F. Simon – 924

As a result of this election, Mrs. Kimberly B. Coyne, Mrs. Barbara A. Wells, and Mr. Vladimiro Hart-Zavoli were each elected to a three-year term commencing July 1, 2018 and ending June 30, 2021. Mr. Joseph F. Simon was elected to a two-year term commencing July 1, 2018 and ending June 30, 2020.

There being no further business, Mrs. Herron then closed the meeting at 9:30 p.m.
