The meeting was called to order by President Roberta Herron at 7:00 p.m.

SUPERINTENDENT’S REPORT

The Superintendent opened his remarks by congratulating all of the summer workers for getting the school buildings up to speed ahead of schedule. He then spoke about Active Shooter Training for bus drivers, updated concussion protocols, and gave an update about STAR exemptions for senior citizens. He ended with an invitation for the Board to attend the Marching Band Preview.

OPEN FORUM

A. Motion: Shawn Mitchell

It is recommended that the following resolution be approved:

WHEREAS, a vacancy arose on the Board of Education of the West Genesee Central School District, and the Board of Education, pursuant to the provisions of West Genesee Board Policy 2131 and the provisions of Section 1709 (17) of the New York State Education Law, exercised its discretion to fill the vacant seat by appointment, to be effective through the next regular school election; and

NOW, THEREFORE, BE IT RESOLVED, that the Board of Education, by a majority vote of the full Board, hereby appoints Jennifer James to fill the current vacancy on the Board of Education, subject to the candidate taking the oath of office required by law; and

IT IS FURTHER RESOLVED, that such appointment be effective immediately upon the filing of the official oath of office with the District Clerk, and shall end following the next annual election of the School District in May 2019.

This resolution shall take effect immediately upon its adoption.

The Oath of Office was administered by the District Clerk, Paul Pelton, to the newly appointed Board Member, Jennifer James. Mrs. James term of office commenced immediately following.

Todd Nelson, Assistant Director of NYSPHSAA, presented the WG Athletic Department with the “Championship” Banner that recognizes WG for its Exemplary Sportsmanship Programs. This is the 2nd year in a row that WG was recognized by the state association and were 1 of only 4 schools in NYS recognized.

BE IT FURTHER RESOLVED that the tax collector for the portion of the Town of Elbridge in our district be authorized to commence the collection of taxes as of September 4, 2018 through October 3, 2018 at no penalty, October 4, 2018 through October 31, 2018 at 2% penalty, and November 1, 2018 through November 17, 2018 at 5% penalty and that the list of unpaid taxes be returned to the County Treasurer by November 17, 2018.

It is recommended that the stipulated Depository Resolution be approved as follows:

WHEREAS, New York State Statute Real Property Tax Law, Section 940 and Town Law Section 37, have been amended to allow the Receiver of Taxes to deposit tax monies collected on behalf of a Board of Education of a school district into interest bearing accounts; and

WHEREAS, the Receiver of Taxes of the town will continue to make timely payments to the school district as required by statute; and

WHEREAS, the Board of Education of the West Genesee Central School District is desirous of such earned interest to be credited to such town’s general fund to offset expenses of the collection of our district taxes; therefore be it

RESOLVED, the receiver of Taxes of the respective towns in our district be authorized to deposit 2018-19 school taxes collected on behalf of the West Genesee Central School District into interest bearing accounts secured by appropriate collateral as required by the General Municipal Law.

Athletic Placement Process – Mike Burns noted that this document referenced the changes in the policy.

Policy 5280 Student Policies – Co-curricular and Extra-curricular Programs – Mike Burns gave a brief overview and noted that there are limited changes to the verbiage of the policy.

REPORTS

  • Claims Audit Sub-Committee – Joe Simon reported that the committee met this evening and reviewed June and July business.
  • Audit Committee – The next meeting with the auditor will follow the field work.
  • Policies and Bylaws Committee – Neil Widrick stated that the next meeting is Wednesday, September 19, 2018, at 6:15 p.m. in the High School Library Classroom
  • Teaching Center – Brian Kesel noted that the 2017-18 final documents have been filed.
  • Parent Curriculum Information Council – Vladimiro Hart-Zavoli reported that the next meeting will be scheduled for October.
  • Ad Hoc Employee Benefits Committee – Neil Widrick noted that the next meeting will be held on Monday, October 15, 2018.
  • SEPTSA – Vladimiro Hart-Zavoli reported that there has not yet been a meeting.

Kimberly Coyne noted that Mike Burns did a great job at the parent meeting last night.
