The meeting was called to order by President Roberta Herron at 7:02 p.m.

President Herron dispensed with the Pledge of Allegiance, as it was recited at the Public Hearing.

SUPERINTENDENT’S REPORT

The Superintendent opened his remarks by thanking the generous members of the school community for helping those in need. He then commented about some wellness initiatives that have been going on in the District. He also spoke about the “Santa” concert and ended by commenting about the closure of the District Office for work from December 22 until January 6th.

Neil Widrick commented on Todd Freeman’s resignation and thanked him for his service.

STUDY SESSION TOPICS

Siemens presentation – Dr. Brown gave a brief overview of the purpose of Energy Performance Contracts. Paul Pelton noted that we are early in the Energy Performance Contract process, but certain requirements in the timeline required early discussion. Paul then introduced John Partsch from Siemens to give a brief presentation covering the basic scope, finances, and timeline.

District Safety Plan – Todd Freeman presented updates to the District Safety Plan including Tip411, Navigate Prepared, traumatic injury first aid, and language to include students in the text delivery of information to their families in case of an emergency.

Policy presentations – Neil Widrick and Brian Kesel explained the changes to policies three policies. Policy #4326 and its accompanying regulation reflect changes to the NYS and Federal requirements for educating English Language Learners. The proposed change to policy #4730 refines homework expectations in all grades. Policy #4773 is rewritten to delineate the optional pathways for special education students to earn High School Credentials in addition to or in place of Regents diplomas.

Regulation update – Neil Widrick noted that an additional regulation has been included that explains what happens when an outside organization does not adhere to policy #1500.

It is recommended that the West Genesee Central School District Board of Education accept a donation of one (1) Chickering 5’8” Baby Grand Piano, Model #209W, serial #241856, from the West Genesee High School Music Activity Fund.

Moody’s Annual Issuer Comment Report – Paul Pelton highlighted the key points to the annual rating. He noted the strong financial status despite the 2% tax cap and modest fund balance.

REPORTS

Claims Audit Sub-Committee – Joseph Simon noted that the sub-committee met this evening and discussed October and November business. The next meeting will be March 6, 2019.

Audit Committee – Roberta Herron reported that our annual risk assessment will be done in March and a focus area audit will follow.

Policies and Bylaws Committee – Neil Widrick shared that the committee met on December 5, 2018, and reviewed the 4000’s, 5000’s, 6000’s, and 7000’s, resulting on tonight’s presentations. The next meeting is scheduled for February 6, 2019.

Teaching Center – Brian Kesel reported that 8 Collegial Circle projects have been approved and 6 Action Research projects were approved.

Parent Curriculum Information Council – Eric Bacon and Kathryn Ta reviewed the District’s implementation of the NYS Mental Health Literacy Standards. Molly O’Keefe and Erin Hogan shared how the Positivity Project is incorporated into our schools. The next meeting is February 12, 2019.

REPORTS

Ad Hoc Employee Benefits Committee – Neil Widrick mentioned that there was a presentation by Sharon Bush at the December 12, 2018, meeting regarding Mental Health and the impact of Social Media. Cooperative data was also reviewed. The next meeting, on March 11, 2019, will focus on District and Cooperative statistical data.
