The meeting was called to order by President Roberta Herron at 7:00 p.m.

SUPERINTENDENT’S REPORT

Interim Superintendent, Michael Schiedo, opened his remarks by speaking of the Superintendent search that is underway, noting that the hope is to have a new Superintendent in place before September 1, 2019. He added that the Executive Principal search has also begun and that position should be filled by July 1, 2019. Mr. Schiedo also gave an update on the Capital Project work that will be done during April break. He spoke about the new Raptor Security System that will be implemented over the next two weeks, and gave an update on the West Side Support Network. He ended his report by noting that we are very proud to be recognizing the Section III Championship Girls Hockey Team members and the Section III Class AA Champion Wrestling Team members, including Devon Earl who placed 6th in the NYS Championships. The Boys and the Girls Basketball Teams will be recognized at the next Board of Education meeting.

OPEN FORUM

Mike Burns gave an overview of the Champion Girls Hockey Team Members and the Section III Class AA Wrestling Championship Team. He then introduced each member individually, and they were recognized by the Board of Education.

Barry Copeland recognized Yvonne Hall for her 25 years at West Genesee High School as a Special Education Teaching Assistant, noting that she worked with the musical crew for years, assisting with costumes. She also served as the vice president of the WG Paraprofessional Union. Yvonne plans to spend her retirement with family and gardening.

Barry Copeland also recognized Sandy Brown, whose retirement comes after 35 years teaching Health at West Genesee High School. Sandy was also a SADD Advisor and Class Advisor from 2008 through 2015. She chaperoned many proms and balls, all night parties, and sporting events. Sandy was also a summer school instructor and she is a certified CPR instructor. She will be spending more time with family in her retirement, as well as traveling, skiing, and pursuing a second career in the health agency field.

Steve Dunham spoke of the 23 years Claudia Miceli spent at West Genesee Middle School, noting that she started out working one day a week in the library, working her way up to 3 days a week. She eventually had a full-time position where her focus was working with WGMS students who need extra support. Claudia, an unsung hero, plans to spend her retirement walking rescue dogs, rocking babies at hospitals, and maybe even subbing at WGMS.

Steve Dunham then talked about Judy Allen whose retirement completes 16 years in the West Genesee District. Judy began as the coordinator of a Gifted and Talented Program before accepting a science teacher position and becoming the Science Department Chair. In retirement Judy looks forward to writing, golfing, relaxing and grandkids sporting events.

STUDY SESSION TOPICS

2019-2020 Budget Discussion and Follow-Up – Paul Pelton noted that there have been no updates to the State Aid picture. We are comfortable with the budget as built, which does stay within the tax cap limit.

It is recommended that the stipulated Onondaga Road Elementary School CKLA materials and West Genesee High School library materials be declared surplus and disposed of in accordance with New York State Education Law.

It is recommended that the West Genesee Central School District seeks proposals for Energy Performance Contract as follows:

WHEREAS, the School District wishes to reduce the overall energy consumption of the District buildings, as well as reduce maintenance costs associated with the operation of the buildings; and

WHEREAS, the School District seeks to request Energy Service Companies (“ESCOs”) to submit proposals for evaluation as to whether the School District will be able to achieve its energy savings by entering into a contract to perform an Energy Performance Contract.

D. Seeking proposals for Energy Performance Contract continued:

NOW, THEREFORE, be it resolved as follows:

1. The Board of Education authorizes the Superintendent of Schools to issue a Request for Proposals from Energy Service Companies for evaluation and recommendation to the Board of Education as to whether to proceed with an Energy Performance Contract.

2. This resolution shall take effect immediately.

REPORTS

Claims Audit Sub-Committee – Joseph Simon reported that transactions and future cost saving measures were reviewed at the March 6, 2019 meeting. The next meeting is scheduled for May 8, 2018.

Audit Committee – Roberta Herron noted that the risk assessment report is forthcoming and a review of the charter is due.

Policies and Bylaws Committee – Neil Widrick stated that the review for 2018-19 has been completed.

Teaching Center – Brian Kesel shared that the Directing Council approved a Kindergarten Readiness workshop and National Board Certification candidate support.

Parent Curriculum Information Council – Eric Bacon reported that the next meeting is scheduled for April 9, 2019, at the District Office, to learn about English Language Learners.

Ad Hoc Employee Benefits Committee – Paul Pelton shared that the committee met on March 11, 2019, to review the current status of the CNY Health Cooperative and the District’s claim history. The next meeting will be June 3, 2019.

SEPTSA – Vladimiro Hart-Zavoli reported that better ways to integrate students with special needs into religious services at church was discussed at the last meeting. The next meeting will be April 10, 2019.

OPEN FORUM

Jennifer James congratulated both the Boys and Girls Basketball teams. She thanked all those who traveled to both events.

Eric Bacon spoke to Participation in Government classes on March 12, 2019. He noted the Support Network meeting on March 13, 2019, was very good. He then discussed the interaction he and Jennifer James had with WGTA member, Keith Newvine, who recently addressed the Board of Education. He closed by congratulating the student athletes whose accomplishments were highlighted earlier, and commending Mr. Davern of the Fine Arts Department for the outstanding programming during Music in our Schools Month.

Roberta Herron congratulated Shawn Mitchell’s daughter Gabrielle on her artistic accomplishments and her national photography award.

Kimberly Coyne thanked all that traveled to see both the Boys and the Girls Basketball games, especially the Girls Lacrosse team for showing their support, noting that it was a great experience.

Barbara Wells mentioned that she attended the Boys Basketball Sectional Championship game, noting their 4th quarter comeback, and thanked them for their perseverance.

Shawn Mitchell commented on the chemistry of the team members of both the Boys and the Girls Varsity Basketball teams.

Robert Knapp spoke about the Board of Education reaching out to the WGTA member who spoke. He thanked the Board of Education for their service. He noted that we need to keep energizing our staff, encouraging the Board to meet with teachers. Roberta Herron responded that the Board is considering how to make that happen. Shawn Mitchell concurred.

Mary Weaver recognized the West Genesee High School teachers, showing her appreciation for their perseverance over that past few months.
