The meeting was called to order by President Roberta Herron at 7:00 p.m.

SUPERINTENDENT’S REPORT

The Superintendent opened his remarks by thanking everyone who came out to the meeting on February 28th to talk about school safety. He then spoke about the girls’ basketball team and their sectional championship. He also spoke about the student meeting with Congressman Katko, the upcoming School Safety Meeting with District Attorney Fitzpatrick, the Culture Fair, and the March 27th West Side Support Network Meeting.

OPEN FORUM

Steve Dunham recognized Kathleen Byrne’s retirement by commenting on her 21 years at West Genesee. Steve noted that she absolutely loves her job and is a great teacher and leader.

STUDY SESSION TOPICS

Strategic Planning for Educational Improvement – Todd Freeman gave an overview of the 2018 Strategic Planning Session. Mr. Freeman summarized the presentation sessions and the challenges that were discussed resulting in the new strategic objectives and focus areas.

2018 – 2019 Budget Presentation – Dr. Brown presented the proposed 2018-19 School District Budget. He summarized our challenges, new support areas, and programs. The budget does fall within the tax cap of 2.50%.

It is recommended that the Annual Meeting and Election be held on Tuesday, May 15, 2018, for the purpose of electing Board of Education members and voting upon the appropriation of the necessary funds to meet estimated expenditures, by machine ballot. The voting is to be held in the West Genesee High School Auditorium lobby on Tuesday, May 15, 2018, between the hours of 6:00 a.m. and 9:00 p.m. (E.D.S.T.).

Nominating petitions for Board of Education candidates with at least 25 signatures of qualified voters of the district must be filed no later than April 16, 2018. The Board of Education seats to be elected this year are three (3) three-year term positions due to the expiration of the terms of Vladimiro Hart-Zavoli, Kimberly A. Sacco, and Joseph F. Simon; or two (2) years, one (1) month, and fifteen (15) days succeeding the term of Kimberly B. Coyne which expires on May 15, 2018.

It is recommended that the following propositions be approved and that voting on the same, by machine ballot, will be held in the West Genesee High School Auditorium lobby on Tuesday, May 15, 2018, between the hours of 6:00 a.m. and 9:00 p.m.:

1. Shall the Board of Education purchase and, at the option of the Board, finance eleven (11) school buses at an estimated cost not to exceed $1,330,815, including necessary furnishings, fixtures and equipment and all other necessary costs incidental thereto, and to expend a total sum not to exceed $1,330,815 which is estimated to be the total maximum cost thereof, and levy a tax which is hereby voted for the foregoing in the amount of $1,330,815, which shall be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education and in anticipation of the collection of such tax, bonds, notes or installment purchase contracts are hereby authorized to be issued or executed at one time, or from time to time, in the principal amount not to exceed $1,330,815 and a tax is hereby voted to pay the interest on said obligations when due?

2. Shall the West Genesee Central School District levy and collect a tax, pursuant to Section 259 of the Education Law of the State of New York, in the sum of $339,079 (which is an increase of $50,000 from the Maxwell Memorial Library Tax Levy in effect from 2017-2018 in the sum of $289,079) for the continuing support and maintenance of the free library services offered to district residents by the Maxwell Memorial Library historically supported by the residents of the West Genesee Central School District?

3. Shall the West Genesee Central School District levy and collect a tax, pursuant to Section 259 of the Education Law of the State of New York, in the sum of $341,000 (which is an increase of $50,000 from the Fairmount Community Library Tax Levy in effect from 2017-2018 in the sum of $291,000) for the continuing support and maintenance of the free library services offered to district residents by the Fairmount Community Library historically supported by the residents of the West Genesee Central School District?

It is recommended that the following resolution be approved:
BE IT RESOLVED by this Board of Education as follows:
Section 1. A Special Meeting of the qualified voters of the West Genesee Central School District, County of Onondaga, State of New York, will be held at the West Genesee High School Auditorium lobby, in Camillus, New York from 6:00 A.M. to 9:00 P.M., prevailing time, on May 15, 2018 for the purpose of voting on the proposition described in the Notice of Special District Meeting hereinafter set forth.

Section 2. The business to be acted upon at said Special District Meeting shall be as stated in the Notice thereof, and the District Clerk is hereby authorized and directed to cause the Notice of said Special District Meeting to be published in the Syracuse Post Standard and Eagle Observer, newspapers having a general circulation within the District, such publications to be made four (4) times each in such newspapers within the seven (7) weeks next preceding such Special District Meeting, the first publication to be at least forty-five (45) days prior to the date of said Special District Meeting.

H. Resolution continued:
Section 3. Said Special District Meeting shall be called by giving the following notice thereof:

NOTICE OF SPECIAL SCHOOL DISTRICT MEETING OF THE VOTERS OF THE WEST GENESEE CENTRAL SCHOOL DISTRICT

THE BOARD OF EDUCATION OF THE WEST GENESEE CENTRAL SCHOOL DISTRICT HEREBY GIVES NOTICE that pursuant to a Resolution adopted by the Board of Education of the District on March 7, 2018, a special meeting of the qualified voters of said School District, County of Onondaga, State of New York, will be held in the West Genesee High School Auditorium lobby, in Camillus, New York, in said District, on May 15, 2018, between the hours of 6:00 A. M. and 9:00 P.M. prevailing time, for the purpose of voting upon the following proposition:

PROPOSITION

Shall the Board of Education make safety and security improvements to all District facilities including, door, window and entryway improvements, technology improvements, site improvements, acquisition and installation of furnishings, fixtures and equipment, architectural fees, and all other necessary costs incidental to such work (the “Project”) and expend therefore a total sum not to exceed $2,000,000, which is estimated to be the total maximum cost thereof, and to pay for the Project by levying a tax which is hereby voted for the Project in the amount of $2,000,000, less the amount of State Aid which may be received for the Project, which tax shall be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education and in anticipation of the collection of such tax, bonds and notes of the District are hereby authorized to be issued at one time, or from time to time, in the principal amount not to exceed $2,000,000 and a tax is hereby voted to pay the interest on said obligations when due.

NOTICE IS GIVEN that voting upon the foregoing Proposition will be by voting machine and will take place on May 15, 2018, at the West Genesee High School Auditorium lobby, in Camillus, New York prevailing time.

NOTICE IS FURTHER GIVEN that qualified voters may obtain applications for absentee ballots from the office of the Clerk of the School District. Completed applications for absentee ballots must be received by the District Clerk of the School District no later than 5:00 p.m. prevailing time, on May 14, 2018, and must be received no later than 5:00 p.m., prevailing time, on May 8, 2018, if the absentee ballot is to be mailed to the voter. Completed applications received after 5:00 p.m. on May 8, 2018, will require the voter to personally appear at the Office of the Clerk of the School District to receive an absentee ballot. A listing of all persons to whom an absentee ballot is issued will be available for inspection by any qualified voter in the Office of the Clerk of the School District between the hours of 9:00 a.m. and 5:00 p.m. through May 14, 2018, except Saturday, Sunday or holiday.

NOTICE IS FURTHER GIVEN that the propositions set forth on the voting machine labels shall appear as follows:
PROPOSITION

The vote upon the proposition to be submitted to the qualified voters shall be by ballot on voting machines and the District Clerk is hereby authorized and directed to have the necessary ballot labels printed in form corresponding as nearly as may be with the requirements of the Education Law.

Section 5. This Resolution shall take effect immediately.

OPEN FORUM

Shawn Mitchell noted he was a guest speaker in the SUPA Public Affairs course. He reviewed the conversation that revolved around many of the current events related to school security. He noted that he and Eric Bacon would be attending Government classes next week.

Kimberly Coyne complimented the girls’ basketball team. She noted that they played with great sportsmanship. She also mentioned the Culture Fair at the High School, which was great.

Neil Widrick thanked Dr. Brown for the open discussion with the community last week regarding school security.

Eric Bacon noted that he too attended the Culture Fair and was very impressed. He also echoed the comments regarding last week’s open forum.

Steve Dunham recognized Mr. Vaughan for his interaction with middle school students regarding vaping. He also noted that next week is the St. Baldrick’s event at West Genesee Middle School.

Bill Davern stated that March is Music in Schools Month. He summarized all of the events for the month.
