  • It is recommended that the following resolution be approved:

WHEREAS, a vacancy arose on the Board of Education of the West Genesee Central School District, and the Board of Education, pursuant to the provisions of West Genesee Board Policy 2131 and the provisions of Section 1709 (17) of the New York State Education Law, exercised its discretion to fill the vacant seat by appointment, to be effective through the next regular school election; and

NOW, THEREFORE, BE IT RESOLVED, that the Board of Education, by a majority vote of the full Board, hereby appoints Jennifer James to fill the current vacancy on the Board of Education, subject to the candidate taking the oath of office required by law; and

IT IS FURTHER RESOLVED, that such appointment be effective immediately upon the filing of the official oath of office with the District Clerk, and shall end following the next annual election of the School District in May 2019.

This resolution shall take effect immediately upon its adoption.

C. It is recommended that the West Genesee Central School District enter into an agreement with Monroe One Educational Services to provide hospital-based instruction as needed over the 2018-19 school year, as stipulated.

D. It is recommended that the Board of Education accept a donation from The Wildcat-Camillus, LLC, 3680 Milton Ave, Camillus, NY 13031, in the amount of $3,807.00, and it is further recommended that the 2018-19 general fund budget be amended as follows to reflect said donations:

E. It is recommended that the stipulated Technology equipment be declared surplus and disposed of in accordance with New York State Education Law.

F. It is recommended that the 2018-19 school tax levy be approved at $48,712,334.56.

G. It is recommended that the 2018-19 public libraries tax levy be approved at
$777,078.36.

H. WHEREAS, the amount to be raised in taxes for 2018-19 has been determined to be
$49,489,412.92 (school levy – $48,712,334.56; public libraries levy – $777,078.36); and

WHEREAS, the assessed valuation and equalization rates have been established for each town within our district; therefore be it RESOLVED that the Board of Education approve the following tax rates per $1,000 of assessed valuation for the 2018-19 school year:

I. Approval of Tax Warrant and Town Collection Dates

WHEREAS, the 2018-19 assessment rolls and tax lists of the West Genesee Central School District having been completed and, whereas, the tax levy and tax rates have been approved by the Board of Education, BE IT RESOLVED that the warrant annexed to said lists in the amounts indicated below be approved and signed by the Board of Education for 2018-19:

BE IT FURTHER RESOLVED that the tax collector for the portion of the Town of Elbridge in our district be authorized to commence the collection of taxes as of September 4, 2018 through October 3, 2018 at no penalty, October 4, 2018 through October 31, 2018 at 2% penalty, and November 1, 2018 through November 17, 2018 at 5% penalty and that the list of unpaid taxes be returned to the County Treasurer by November 17, 2018.

J. It is recommended that the stipulated Depository Resolution be approved as follows:

WHEREAS, New York State Statute Real Property Tax Law, Section 940 and Town Law Section 37, have been amended to allow the Receiver of Taxes to deposit tax monies collected on behalf of a Board of Education of a school district into interest bearing accounts; and

WHEREAS, the Receiver of Taxes of the town will continue to make timely payments to the school district as required by statute; and

WHEREAS, the Board of Education of the West Genesee Central School District is desirous of such earned interest to be credited to such town’s general fund to offset expenses of the collection of our district taxes; therefore be it

RESOLVED, the receiver of Taxes of the respective towns in our district be authorized to deposit 2018-19 school taxes collected on behalf of the West Genesee Central School District into interest bearing accounts secured by appropriate collateral as required by the General Municipal Law.

K. It is recommended that the Board of Education accept the Internal Control Risk Assessment, dated February 8, 2018 and the Control Cycle Audit of Food Service, dated June 26, 2018, as prepared by EFPR Group, CPA’s, PLLC as well as the Districts corrective action plan for said reports.

L. It is recommended that the 2018-19 General Fund Budget be amended as follows as the to utilize residual monies from prior year energy rebates and other savings for the purpose of funding the replacement of a surface mounted school bus lift.

It is recommended that the West Genesee Central School District enter into a contract with Watchdog Building Partners, LLC of 2445 Winston Pace, Suite 235, Rochester, NY 14623, to provide Clerk of the Works services for the $2,000,000 security project approved by the voters on May 15, 2018, as stipulated.

S. It is recommended that the Board of Education Policy 9550.1 Memorandums II, III & IV, Non-Affiliated Personnel Fringe Benefits, approved on August 1, 2018, be amended as stipulated, effective 7/1/18.

T. It is recommended that the Board of Education approve the Memorandum of Agreement regarding Teaching Assistants being used to cover Teacher absences.

U. It is recommended that the substitute lists for the 2018-19 school year be approved as stipulated.

CURRICULUM ACTION ITEMS

A. It is recommended that the Board of Education of the West Genesee Central School District accept the recommendations, CPSE Review Meeting date of August 9, 2018; and CSE Review Meeting dates of August 2, and 13, 2018; thereby agreeing to make necessary arrangements for program implementation.
