LEGAL NOTICE

Public Meeting – Budget Hearing/Annual Election and Vote West Genesee Central School District

NOTICE is hereby given that the Board of Education of the West Genesee Central School District will hold a budget hearing on May 2, 2018 at 7:00 P.M. prevailing time at the West Genesee High School Library, and the budget and tax exemption report are available for the public to review.

AND, notice is hereby given that the annual meeting and election of members of the Board of Education of the West Genesee Central School District, and the vote for the appropriation of necessary funds to meet the estimated expenditures for the fiscal year commencing July 1, 2018 and authorizing the levy of taxes, and the vote regarding any other propositions properly submitted will be held at the West Genesee High School Auditorium lobby on Tuesday, May 15, 2018 between the hours of 6:00 A.M. and 9:00 P.M., prevailing time.

AND, notice is hereby given that a statement of the amount of money which will be required for the ensuing year for school purposes and the exemption report may be obtained by any resident of the District during the fourteen (14) days immediately preceding the annual meeting, except Saturday, Sunday or a holiday, during the hours of 9:00 A.M. to 3:00 P.M. at each of the following school houses in which school is maintained:

Camillus Middle School
East Hill Elementary School
Onondaga Road Elementary School
Split Rock Elementary School
Stonehedge Elementary School
West Genesee High School
West Genesee Middle School

AND, notice is hereby given that four vacancies on the Board of Education are to be filled as follows: (a) three seats on the Board of Education are each for a three year term commencing July 1, 2018 and concluding June 30, 2021. These vacancies arise from the expiration of the terms of Vladimiro Hart-Zavoli, Kimberly A. Sacco, and Joseph f. Simon; and
(b) one seat on the Board of Education is for a term of two years, one month and fifteen days to succeed the term of Kimberly B. Coyne, which expires on May 15, 2018.

AND, notice is also given that petitions nominating candidates for the office of member of the Board of Education must be filed in the office of the Clerk of the District no later than April 16, 2018 between the hours of 9:00 A.M. and 4:00 P.M. Each petition must be directed to the Clerk of the District, must be signed by at least 25 qualified voters of the District, must state the residence of each signer, and must state the name and residence of the candidate.

AND, notice is hereby given that qualified voters may apply for absentee ballots at the office of the Clerk of the District, and a list of all persons to whom absentee ballots have been issued will be available for inspection in the office of the Clerk of the District during regular office hours until the day of the election.

AND, notice is hereby given that at said Annual Budget Vote and Election to be held on May 15, 2018, the following Propositions will be submitted:

  1. Shall the Board of Education purchase and, at the option of the Board, finance Eleven (11) school buses at an estimated cost not to exceed $1,330,815, including necessary furnishings, fixtures and equipment and all other necessary costs incidental thereto, and to expend a total sum not to exceed $1,330,815, which is estimated to be the total maximum cost thereof, and levy a tax which is hereby voted for the foregoing in the amount of $1,330,815, which shall be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education and in anticipation of the collection of such tax, bonds, notes or installment purchase contracts are hereby authorized to be issued or executed at one time, or from time to time, in the principal amount not to exceed $1,330,815 and a tax is hereby voted to pay the interest on said obligations when due?
  2. Shall the West Genesee Central School District levy and collect a tax, pursuant to Section 259 of the Education Law of the State of New York, in the sum of $339,079 (which is an increase of $50,000 from the Maxwell Memorial Library Tax Levy in effect from 2017-2018 in the sum of $289,079) for the continuing support and maintenance of the free library services offered to district residents by the Maxwell Memorial Library historically supported by the residents of the West Genesee Central School District?
  3. Shall the West Genesee Central School District levy and collect a tax, pursuant to Section 259 of the Education Law of the State of New York, in the sum of $341,000 (which is an increase of $50,000 from the Fairmount Community Library Tax Levy in effect from 2017-2018 in the sum of $291,000) for the continuing support and maintenance of the free library services offered to district residents by the Fairmount Community Library historically supported by the residents of the West Genesee Central School District?
  4. Shall the Board of Education make safety and security improvements to all District facilities including, door, window and entryway improvements, technology improvements, site improvements, acquisition and installation of furnishings, fixtures and equipment, architectural fees, and all other necessary costs incidental to such work (the “Project”) and expend therefore a total sum not to exceed $2,000,000, which is estimated to be the total maximum cost thereof, and to pay for the Project by levying a tax which is hereby voted for the Project in the amount of $2,000,000, less the amount of State Aid which may be received for the Project, which tax shall be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education and in anticipation of the collection of such tax, bonds and notes of the District are hereby authorized to be issued at one time, or from time to time, in the principal amount not to exceed $2,000,000 and a tax is hereby voted to pay the interest on said obligations when due.

2017-2018 BUDGET

MAY 3, 2017

MINUTES of the PUBLIC HEARING of the inhabitants of the West Genesee Central School District held MAY 3, 2017 in the West Genesee High School Library.

The purpose of the meeting was to conduct a public hearing on the proposed 2017-18 budget, pursuant to Section 2017 of the New York State Education Law, in lieu of the annual meeting required by statute.

HEARING CALLED TO ORDER

The meeting was called to order by the District Clerk, Paul Pelton, at 7:00 p.m.

PLEDGE OF ALLEGIANCE

Mr. Pelton led those in attendance in the Pledge of Allegiance.

INTRODUCTION OF CHAIRPERSON

Mr. Pelton introduced Mrs. Roberta Herron, who was recognized as the chairperson for this Public Hearing and the Annual Meeting Budget Vote and Election of Board Candidates to be held on May 16, 2017.

NOTICE OF PUBLIC HEARING

Moved to dispense with the reading of the legal notice required to be published for this Public Hearing and the May 16, 2017 Annual Vote on the Budget, School Buses and Snow Plow Proposition, Library Propositions and the Election of Candidates to the Board of Education.

INTRODUCTION OF THE CANDIDATES FOR THE BOARD OF EDUCATION

Mrs. Herron introduced the candidates in attendance for the three vacancies for 3-year terms effective July 1, 2017. Shawn Mitchell, James Soper, Neil Widrick, and Tonya Wilson each gave a brief overview of their background and reasons for running for the Board of Education.

PRESENTATION OF PROPOSED 2017-2018 BUDGET

Superintendent Christopher Brown presented the District’s Strategic Plan Mission Statement, District accomplishments, and District challenges. He followed these comments with the budget presentation that will support the recommended programs for the 2017-2018 school year. He closed his presentation discussing two propositions that will also be on the ballot as well as the election of Board of Education members.

Chairperson Herron then opened the floor for questions. A brief question and answer period followed.

Roberta Herron declared the meeting adjourned and announced that the Annual Budget Vote, Election of Board Members, District Vehicles Proposition and Library Propositions vote will be held from 6:00 a.m. to 9:00 p.m. in the lobby of the West Genesee High School Auditorium on May 16, 2017.

DISTRICT CODE OF CONDUCT DECEMBER 20, 2017

MINUTES of the PUBLIC HEARING of the inhabitants of the West Genesee Central School District held December 20, 2017, in the West Genesee High School Library.

The purpose of the meeting was to conduct a public hearing on the District Code of Conduct. Board Members present:

The meeting was called to order by President Roberta Herron, at 7:00 p.m.

President Herron led the Board in the Pledge of Allegiance.

DISTRICT CODE OF CONDUCT

Todd Freeman presented the District Code of Conduct and recommended modifications. He noted that this is a K-12 District document. This document is superseded by the High School Athletic Code of Conduct and Extra-Curricular Code of Conduct.

Annual Budget Vote – May 16, 2017

MINUTES of the ANNUAL DISTRICT MEETING of the INHABITANTS of the West Genesee Central School District held May 16, 2017 in the auditorium lobby of the West Genesee High School.

The purpose of the meeting was to conduct a vote on a budget proposition for the 2017-2018 school year, a school buses and maintenance equipment purchases proposition, two library propositions, and the election of candidates to the Board of Education.

MEETING CALLED TO ORDER

The meeting was called to order by Roberta Herron, Chairperson, at 6:00 a.m.

The voting machines were inspected and certified by the Chief Election Inspector, Paul E. Pelton.

Mrs. Herron then declared the polls open at 6:00 a.m. and announced the meeting would convene after the polls closed at 9:00 p.m.

The polls were declared closed at 9:00 p.m. The voting machines were then inspected by the Chief Election Inspector and the following results were announced by Mrs. Herron.

Voters registered: 1,277

PROPOSITION #1 – 2017-18 School Budget

Shall the Board of Education of the West Genesee Central School District at Camillus be authorized to expend a sum not to exceed $85,216,870 for the fiscal year 2017-2018 and to levy the necessary tax for the local contribution thereto?

Yes – 1,073
No – 186

PROPOSITION #2 – School Bus/Snow Plow Purchase

Shall the Board of Education purchase and at the option of the Board, finance nine (9) school buses at an estimated cost not to exceed $1,110,305 and one (1) 2018 International Snow Plow at an estimated cost not to exceed $195,000 including necessary furnishings, fixtures and equipment and all other necessary costs incidental thereto, and to expend a total sum not to exceed $1,305,305 which is estimated to be the total maximum cost thereof, and levy a tax which is hereby voted for the foregoing in the amount of $1,305,305, which shall be levied and collected in annual installments in such years and in such amounts as may be determined by the Board of Education and in anticipation of the collection of such tax, bonds, notes, or installment purchase contracts are hereby authorized to be issued or executed at one time, or from time to time, in the principal amount not to exceed $1,305,305 and a tax is hereby voted to pay the interest on said obligations when due?

Maxwell Memorial Library

Shall the West Genesee Central School District levy and collect a tax, pursuant to Section 259 of the Education Law of the State of New York, in the sum of $580,079 (which is an increase of
$89,000 from the combined levies in effect from 2016-2017 in the sum of $491,079) for the continuing support and maintenance of the free library services offered to District residents by the public libraries historically supported by the West Genesee Central School District, with said monies to be apportioned as follows:

• $291,000 to Fairmount Community Library (an increase of $33,000)
• $289,079 to Maxwell Memorial Library (an increase of $56,000)?

ELECTION RESULTS

Election results to fill three (3) vacancies (at large) on the Board of Education:

James M. Soper – 927
Neil B. Widrick – 882
Tonya D. Wilson – 632
Shawn J. Mitchell -877

As a result of this election, Mr. James M. Soper, Mr. NeilB . Widrick, and Mr. Shawn J. Mitchell were each elected to a three-year term commencing July 1, 2017 and ending June 30, 2020.

There being no further business, Mrs. Herron then closed the meeting at 9:30 p.m.
